The ‘State’ I inhabit is the UK. The legal ‘time’ here is GMT (which is no longer maintained. “It’s dead Jim!”) That is a ‘clock’time.
Our ‘zone time’ is Western European Time. (However we currently live at -1 hour offset due to ‘Summer Time’.)
The idea behind ‘zone time’ is that it is inconvenient to make appointments having regard to local time. This started to matter when railroads made rapid travel common. If I say ‘I’ll meet you on the 10:15 train do I mean my 10:15 or the 10:15 according to your local time

The problems are as follows
✳️There would have been great confusion in railways and other time -based communications are concerned.
✳️Suppose you have to enter your school at 11:00 am.With your school following your own local time...the time will alter and cause great problems.
✳️TV shows would hinder.
✳️We would have to adjust our clock while moving from place to place (within the country).
