Here is your answer.
f(x-1)=0
x -1 = 0
x =1
So
f(x ) = f(1)=
 = 3(1) {}^{4}  - 5(1) {}^{2}  + 7 \\  \\  = 3 - 5 + 7 \\  \\  = 10 - 5 \\  \\  = 5
Therefore f(1) = 5
