So x + 2/3 can be a factor of f(x).

By multiply by 3, 3x + 2 can also be a factor of f(x).

f( \frac{ - 2}{3} ) = 0 \\  \\ x =  \frac{ - 2}{3}  \\  \\ x - ( \frac{ - 2}{3} ) = 0 \\  \\ x +  \frac{2}{3}  = 0

  \boxed{ hence \: (x +  \frac{2}{3} ) \: is \: a \: factor}
