If fire is caused by oil then It shouldn't be extinguished by water because water and oil are insoluble mixtures they don't mix and thus water won't put off the fire thus we must use sand to extinguish fire caused by oil

Water and oil do not mix together.

Take a pan and and pour oil in it. Then heat the oil for sometime.
Add water now.
------------------------------------
You will observe that water sinks down the oil .The water looks as if it seeps into the oil and then it evaporates into steam .
--------------------------------------------------------------------------------------
What follows the steam is spreading of oil (flaming) and then an explosion.
You must have noticed in the kitchen. When you are heating oil and use a wet spatula then almost immediately you hear  sounds of little explosion
----------------------------------------------------------------------------------------------------
As I already said oil and water do not mix, water evaporates into steam causing the oil to spread over a large area and following it an explosion.
So, it is advised to use sand or dry baking powder to extinguish a fire.
