Newton's First Law of Motion states that a body at rest remains at rest until an external force is applied to bring the body in motion and that a body in motion remains to be in motion until an external force is applied to bring the body at rest. So here we have a ball rolling on the ground(which is in motion). It would have stayed in motion if the ground would have been smooth. The ground being smooth means that there is no friction acting. Practically this is not possible. So friction here acts as an external force which tends to bring the body at rest. And hence the rolling ball does stop, not on its own, but because of the friction acting in a direction opposite to the direction of the motion of the rolling ball, ultimately bring the ball at rest.
