Metternich was alive during both Nepoleonic Era and French Revolution. Once Nepoleon took control of France, rest of the Europe was automatically affected by it. When Nepoleon became the dictator of France, he brought was and political goals to all of Europe. Also, during the French Revolution, whole of Europe suffered the impact, both the good and bad.

This metaphor was basically used to describe how when anything happens in France it has an impact on all of Europe.
