Belgium is a country with three languages: Dutch, French and German in a few municipalities along the border with Germany. This is why they adopted federalism. Micronesia and Saint Kitts and Nevis also have federalism, while they are way smaller, and China, the most populous country in the world, is a unitary state. So it isn’t necessarily size that makes a country adopt federalism.
