if gravity decreases when we are in earth's centre

The gravity ,as you have understood,takes account of mass till the distance from the core. 

Initially earth formed under the influence of its own gravity. With the gravity attracting mass, the mass of the earth increased. The increase in the mass resulted in the increase of gravity of the earth.

Do you think a single point can attract the 6 trillion trillion kilograms of the mass and make the earth? Initially the core has had some gravity under which it has attracted some mass and later it incresed which has become a domino effect and when no other mass has been available within its range the effect might have ended(which is my prediction and I have no proof to say that it is right).

Now you can rethink and understand by yourself why only the enclosed mass is considered for making up the accelaration due to gravity of any substance.
