If HCL gas has greater density than air then how how can HCL be collected by upward displacement of air

It does diffuse in the air like every other gas.

But the overall bulk movement of the gas will be in the downward direction as HCl is heavier than air. (The diffusion is much less compared to bulk movement of gas)
