If humans cannot see air but can see water then can the fishes see air but not the water....

You can see air as water and water as air if smoke a good quality weed

When you look through clear water, do you see the water? No. You see some things distorted( especially you see them closer than they really are) but they look about the same. Except for those fish species that have double lenses on their eyes so they can see clearly and in corrected proportions out of water ( mostly fish that eat flying bugs) they would see the same as we see through water. Not much different, and mainly a difference in perspectives.
