If I (current) is directly proportional to V (voltage) then
Why is R(Resistance) directly proportional to v (Voltage) and inversely proportional to I (current)

Explanation:

By ohm's law, V = I*R,

So if we increase the I, V increases. Similarly, if we increase R, V increases as well. But if the V is fixed and constant, bringing changes to anyone one of the values ( I or R) would inversely affect the other value.
