If I fail in 1 subject in semester 1 , will i be allowed to answer semester 2 in ISC? ​

You will be declared fail. You can give an improvement exam next year.

But you won’t fail until you have done like absolutely horribly or haven’t written a word. Don’t lose hope. You can do it.
