If I fly a kite and attach a copper wire with it and at the end of the copper wire attach an electric bell with it so when the kite will go into the sky will the copper wire conduct electricity and will the bell ring.

When You will fly the kite in the sky when it's clear nothing will happen as air is an insulator.
But if you fly a kite on a rainy day with lots of thunder then the thunder will strike the wire.
And surely for conduction. the bell will also ring.
