The answer is simple. The AVERAGE VELOCITY IS ZERO.

Reason:-

The average velocity is defined as the total displacement over the total amount of time. Since, here the travel is from Mumbai to Pune, and then back to Mumbai from Pune, the net displacement of the rider is ZERO. Hence, no matter what the time has been taken by the rider, the average velocity will remain ZERO cause the total displacement is ZERO all together.
