1. You should have command over a language. If you know Hindi, it is good. But if you know English, it is better.
As Chinese is a foreign language completely unknown to you, you need a language as a medium through which you learn Chinese. If you know good English, it will serve you better as there are better manuals available in English.
2. You should determine from the first- how much Chinese you want to learn. You just want to learn basic conversing Chinese? Or do you want to learn Chinese in depth? Determining this at the first place is crucial.
3. There are many division in the language. I think you would want to learn Mandarin as it is the most widely spoken. There are two divisions in Mandarin- Classical and Simplified. Learning to converse and/or writing simplified Mandarin is enough. Even native Chinese today shy away from learning the classical one as it is very hard, time consuming and tough to keep track at.
4. You should really join a class in learning Chinese. This is crucial in learning a language properly. It will be readily available to you in bigger metro cities- New Delhi, Chennai, Mumbai, Kolkata etc.
5. You can install apps to learn a language. There are free versions available. But you should subscribe for the premium version if you are serious. Duolingo and Memrise are really good.
6. Be serious about it. Look up in the web for resources for learning Chinese. Start watching some light Chinese movie with English subtitles. You won't understand a thing at first, but it will get better.
7. Remember, it's a foreign language unlike you have ever encountered. It is not Indian like Hindi, it is not European like English, it is completely different and relatively hard. So, you have to be determined to learn the language and it will take a lot of time.
8. Learning about the Chinese culture will help you to get accustomed to its language. This is helpful.
9. So, get started. Be determined, choose your limits, join a class, get an app, look up for websites, get accustomed to its culture and so on.
10. It is important to develop your own process of learning a language. It is important to learn what will be helpful in your case.
11. Watch some TED talks about learning a new language.

that's all, hope it helps!
