if if the two vector has zero magnitudr ,is it meaningful to called it a vector???

yes vector have not only magnitude but also direction

Yes, it's absolutely right to call them as vectors because we consider vector as any quantity which have a magnitude and a direction.
In this case magnitude is zero and there must be any direction of this vector, so it's a vector.
And this vector is called "Null vector"
