It is not like a dry spell but there is a little precipitation such as rain, snow, etc., that a region starts to dry out.

Sometimes a drought takes a few decades to develop fully and they cannot be easily predicted.

this oil continuous to loss water by evaporation and transpiration. scince it is not being brought back by rain the soil becomes dry. the level of water in ponds and Wells of the region goes down and some of them may even dry up. the groundwater may also become scares. this may lead to draught.
