time at  prime meridian  = 1  PM if it is 12 noon at 15 degree west longitude

360 deg longitude = 24 hours

=> 1 deg longitude = 24 / 360 hr  = 1/15  hr  = 4 mins

Prime meridian follows GMT  is at 0  deg longitude

East is ahead of GMT  &  West lags GMT

So Prime meridian is towards the east of this time. So we have to add time equivalent for  15° = + 1 hour.
