"Counting the longitudes there are all total 360 longitudes. These 360 lines can be calculated as a difference of 360 degree (full circle of Globe).
For earth completes a single rotation, that is full 360 degree rotation in 24*60 minutes.
So time difference for 1 degree 24*60/360 = 4 minutes
Thus, 30 deg means 30*4=120 min,
West means time will be subtracted, so time will be 10am.
