it would be 10 am in the morning because Sun rays take 4 minutes to travel from one longitude to other and there are 30 longitude in between so 30×4 = 120 minutes means 2 hours .As Sun rises in the east the time at West longitude would be late . so 30 degree West is 2 hours late than 60 degree east.
