It has a Prime Meridian All other lines of longitude are measured in degrees Minutes and seconds either East or West of the Prime Meridian which is 0 degrees. You also have to understand that the Earth rotates on it’s axis once every 24 hours. This is the length of a day. When the sun is at it’s highest point in the sky (called the ZENITH) it is noon or 12 oclock.

So take 360 and divide it by 24 =15. That is 15 degrees which means that every hour the sun will move 15 degrees towards the west.

So what is the number of degrees differance between 60 deg East Longitude and 30 degrees West Longitude 60+30=90 degrees. So now divide 90 by 15=6hrs difference. But the time is going to be a negative as the Earth rotates towards the east. Just ask yourself where the sun rises and sets. Rises in the East sets in the west. This is because it is turning towards the East and away from the west. So when it is 12 noon at 60 Deg East it will be 6 hrs before 12 noon at 30 deg west. or 12–6=6AM at 30 deg. west.
