a) This line refers to the fact that humans often willfully hurt innocent creatures. Whales have been mercilessly hunted for oil, meat etc. Neruda wishes that for once man could stop his wanton behavior, because of the harm it causes. It is also a reference to the deterioration happening in the environment or nature as a whole, due to the destruction caused by man.

b) Man has been waging wars against his fellow human-beings and even nature herself. However, Neruda points out that man fight such wars under the facade of bringing peace and prosperity. Nevertheless, wars can never bring the end that man wants, because it results only in destruction.

c) The poet believes that man should try living harmoniously with one another. If for once man can stop this bloodshed and become brothers, then wars would finally stop.
