If land is left fallow, or is not in use, then can it be termed as a kind of land use?

This is an ancient method which was used by farmers when they realized that overusing the soil is causing the land to lose its nutrients.

It is also used in case the land has some insects or pests. This is mainly used to rid the land of pests and to bring back its nutrients.
