Perimeter of rectangle = length of fence/ barbed wire

Perimeter = 2(32 3/5 + 24 1/5)m or  2 ( 56 4/5  )m

= 2(163/5 + 121/5)m

= 2 (284/5) m

= 568/5 m

Length of 3 layered fence = 3(568/5) m

                                            = 1704 /5 m

                                             = 340 4/5 m
