Let us take the length as 'a' and relative error in a be Δa, and Mass as 'b' and Relative error in Mass be Δb.

Using the formula of the Total error in percentage,

Total Percentage error = Δa/a × 100 + Δb/b × 100

∴ % Error = 0.1/4 × 100 + 0.1/5 × 100

∴ % Error = 2.5 + 2

∴ % Error =  3.5 %

Hope it helps.
