If metal +water =metal hydroxide then why is zinc+steam=zinc oxide

when metal react with water (cold or hot ) metal hydroxide and hydrogen is formed . But when metal reacts with steam ,it forms metal oxide and hydrogen . steam is also a form of water but only at high temperature
