Because they think that if they built monuments on their soil then others didn't pay much attention to what they built. But if they built monuments on their slave countries then this remain an unreasonable sign (अमिट छाप) and it would always remembered that Great Moughals had ruled on that Country. So this is the reason why they built monuments in India except their own soil.
