your friend is in motion with respect to the people who are moving in the school bus while he is not in motion with respect to you.

well, both are correct.
answer changes with condition of bus. u does not mention the state of the bus
sorry for that,
but yeah , if the bus is in motion, your friend is in motion, wrt the people in the bus, unless he is also moving at the same speed in the same direction as the bus.
