napoleon only brought out the UNIFORM SYSTEM OF WAGES AND MEASURES in france and its occupied territories and also he was defeated in the battle of waterloo, 1815. In germany, this uniform system of wages and measures did not exist. the time period they r referring to is also of 1833 which is long after napoleons rule. so the example quoted in the book is just for an understanding, dont take its literal meaning.
