Divisibility rule of 11 is DIFFERENCE OF SUM OF ALTERNATE NO. IS 0 OR DIVISIBLE BY 11.

Using this,

we have
1+3+6-2Y is either 0 or divisible by 11
or 10 - 2Y is either 0 or divisible by 11

if it is 0,
Y = 5

If it is 11, Y = -1/5
which can't be it's value as it is a digit.

So Y =5 is the only answer .....
