We are given that one-fourth of the sum of number and 7 is 4 less than 3 times the number

\Rightarrow 3x-\frac{1}{4}(x+7)=4\\\Rightarrow 12x-(x+7)=16\\\Rightarrow 12x-x-7=16\\\Rightarrow 11x=16+7\\\Rightarrow 11x=23\\\Rightarrow  x=\frac{23}{11}

Hence The number is 23/11
