Let,

the one zero (root) be

 \alpha

so, the another one will be

7 \alpha

now, from the polynomial we can say that,

 \alpha  + 7 \alpha  =  \frac{16}{2}

&

 \alpha  \times 7 \alpha  =  \frac{5k}{2}

therefore,

8 \alpha  = 8

or,

 \alpha  = 1

&

7 { \alpha }^{2}  =  \frac{5k}{2}

or,

7 =  \frac{5k}{2}

or,

k =  \frac{14}{5} \:  or \: 2.8
