Here one root is :

 \alpha

so other root will be :

 \frac{1}{ \alpha }

Now the polynomial is :

9 {x}^{2}  - 5x - (2k + 3) \\  \\ so \\  \alpha  \times  \frac{1}{ \alpha }  =  \frac{ - (2k + 3)}{9}  \\  \implies \:  \cancel  \alpha  \times  \frac{1}{ \cancel  \alpha }  =  -  \frac{(2k + 3)}{9}  \\   \implies \:  - 2k - 3 = 9 \\  \implies \: 2k =  - 12 \\  \therefore \: k =  - 6
