Keeping value of p and q, we get

 =  14 \times 2 {}^{2}  - 9 \times 2 \times  - 1 - 17

 = 56 + 18 - 17 \\  \\  = 74 - 17 \\  \\  = 57

 =  14 \times 4 - 18 \times  - 1 - 17

 =  56 + 18 - 17 \\  \\

Thus, value of 14p {}^{2}  - 9pq - 17is 57
