P(A) + P(A')=1
P(A')=1 - P(A)
P(A')=1 - 0.64
P(A')= 0.36

Hey There,
This question is concerning the concepts of Probability .
Here, A is an event. A' refers to the complement of the event.
For example, if Event A = Getting Heads on a Coin Toss

Then Event A' = Not getting Heads = Getting Tails

This makes one thing clear, that

 A \cup A' = U , where  U is the Universal Set.

 P(U) = 1 \\ \implies P(A)+P(A')=1 \\ \implies 0.64+P(A')=1 \\ \implies P(A)=1-0.64 \\ \implies \boxed{P(A')=0.36}

Hope this helps
