f(x) = 2x {}^{2}  - 7x + 3
2x {}^{2}  - 6x - x + 3
2x(x - 3) - 1(x - 3)
(2x - 1)(x - 3)
x = 1 \div 2 \:  \:  \:   and \:  \: x = 3

Now we have to find
p {}^{2}  + q {}^{2}

(1 \div 2) {}^{2}  + (3) {}^{2}

Hence, 1 / 4 + 9

= (1 + 36) / 9

= 37 / 9
