Heya,

P(E) = 0.05

P(E) + P(not E) = 1

Therefore,

P(not E) = 1 - 0.05
= 0.95. ..... Answer

we know that the probablity of an event cannot be more than 1
therefore, 
P(E)=0.05
∴P(of not E)= 1- 0.05
                    =0.95
so 0.95 is the probability of not E.
