Solution :

Now we will find P(not E) by using the formula :-

$\implies \: 0.38+ P(not \: E) = 1$

$\implies \: P(not \: E) = 1 - 0.38$

$\implies \: P(not \: E) =0.62$

Therefore , probability of not occuring of an event i.e P(not E) = 0.62
