The probability of happening of an event always lies 0 to 1 and in percentage it lies 0 % to 100 % .
The sum of all the probabilities of all possible outcomes of experiment is 1.
P(Event) + P (not an Event) = 1.
Probability of an event can never be negative.

SOLUTION:
Given:

P(Event)= 27%
P(Event) + P (not an Event) = 100
27 % +  P (not an Event) = 100
P (not an Event) = 100 - 27 = 73%
P (not an Event) = 73 % = 73 /100.

Hence, the the probability of not occurrence of event P = 73/100.

p(e)+p(not e)=1
p(not e) = 1-(27%)
p(not e)=1-0.27
p(not e)=0.73 or 73%
