Anything raise to power 0 is 1, so the second term can be neglected
So if p/q = (2/3)^3
Then, (p/q)^2 = (2/3)^6 = 64/729

Given,

 p/q = (2/3)³÷ (2/3)⁰\  \\   =  > \frac{p}{q}   = \frac{ {2}^{3} }{  {3}^{3}  }  \div 1 \\  \\  =  >  \frac{p}{q}  =  \frac{8}{27}

So,

( { \frac{p}{q} )}^{2}  = ( { \frac{8}{27} )}^{2}  \\  =  \frac{64}{729}
