Concept :- y = f(x) is a function where x is independent variable and y is dependent variable. values of x is also known as domain of function and values I'd y is known as range of function.
Let example :- y = x² + 3x + 2 is given and (1, 6) is satisfied the function
It means when we put x = 1 , we get y = 6 .
We can also write y = x² + 3x + 2 is y = f(x) because y is depends on x .
so, y = f(x) is satisfied the point (1,6)
Means to say , 6 = f(1)

Now, come to the question,
(4,5) is on the graph of a function . Let function is y = f(x)
Put y = 5 and x = 4
Then, definitely will be 5 = f(4)

Hence, answer is f(4) = 5
