Hey buddy!

According to me, this paragraph wants to tell the conditions that the people face after floods or tsunamis in certain areas. When a situation like this arises, then the water is contaminated by sewage and the remains of animals. So to use safe water after this hazardous condition, the bleaching powder is added to the water to make it pure as it is a disinfectant of water.

So that is why it is written in the paragraph that the bleaching powder for sanitation, to prevent the outbreaks of diseases like typhoid, infectious hepatitis and other flood water diseases.

This is all that I could observe from the picture.

In this paragraph condition of floods, earthquakes ,tsunamis and any other disasters is being discussed.Bleaching powder is thrown by govt workers as it acts as a disinfectant agent. This is done to ensure safety and clean environment as bleaching powder act as a disinfectant agent.
