if press a the rubber suker in rough surface it does not to the surface why

The suker sticks to the surface because the pressure of atmosphere acts on it. In case of rough surface all the air between the cup and the surface does not escape and exerts pressure on the inner walls of the cup, hence it does not stick to the surface.
