  \large \bold{ \underline{ \underline{ \: Answer : \:  \:  \: }}}

 \to Probability of not happening of an event is 0.68

\large \bold{ \underline{ \underline{ \:   Explaination: \:  \:  \: }}}

Given ,

P ( E ) = 0.32

We know that ,

 \large \bold{ \fbox{ \fbox{ \:  \: P ( E ) +  P ( Not \:  E ) = 1 \:  \: }}}

 \to P ( Not E ) = 1 - 0.32

 \to P ( Not E ) = 0.68

Hence , probability of not happening of an event is 0.68
