How it will change is a bit more interesting. Starting with the formula for surface area of a cylinder,

SA=πrh+2πr
2SA=πrh+2πr2

Doubling the height replaces h with 2h:

SA2h=2πrh+2πr
2SA2h=2πrh+2πr2

Doubling the radius replaces r with 2r:

SA2r=2πrh+8πr
2SA2r=2πrh+8πr2

Thus, how much the change affects the surface area depends on the relative initial measurements of r and h.
