If rats continue to cut their tails for several generations, will these rats produce offspring without a tail? Why?​

When a rat's tail is cut then, it's the acquired trait the rat gains which will not be passed on the next generation.

Only genetic traits like coat/skin colour can be inherited or passed on to the next generation.

Hence, these rats will not produce offsprings without tail even if their tails are cut for numerous generations.
