S = 980 t - 490

we have know that,

Velocity (v) = ds/dt .

So, v = dS/dt = 980 - 980 t

Now, Velocity at time t = 2s is

v = 980 - 980 × 2

=> v = 980 - 1960

=> v = - 980 m/s .

Here -ve sign indicate that body will change it's direction .

Hope it's helpful to you.
