Given

sin \: x +  \frac{1}{sin \: x}  = 2

i.e Sin x = 1

now, putting value of Sin in question..

sin {}^{ - 13} x -  \frac{1}{sin {}^{ - 17} x}  + 3 =  {1}^{ - 13}  -  \frac{1}{ {1}^{ - 17} }  + 3 = 1 - 1 + 3 = 3 \: ans.
