Dear friend,

If solute concentration is higher outside (external solution) with respect to the inner solution, then the external solution has to be hypertonic.

In such case the water molecules from the inside would diffuse out in case of presence of a semi permeable membrane.

Concluding, with reference to the other solution, (the internal one) the external solution would be hypertonic.
