Henry through his speech clearly mentioned that war between the American colonies and the British was predetermined. He believed that Britain was planning a fast approaching attack and therefore they have build up military forces in the colonies.

By his speech, he is trying to comfort his listeners that there is no other reasonable supposition to account for Britain’s show of force towards the colonies because the colonies themselves have no enemies for which they would need British protection.
